Council Reduces Taxes For Third Straight Year. Should Council Lose Health, Retirement Benefits?
City Council voted today to reduce taxes for the City by about 10 percent. By keeping the millage rate the same, the City will collect less taxes from residents as property values have declined.
The reduced taxes will mean the City is receiving about $5million less over the past three years from its real estate tax base. Expenditures have been cut drastically and staff reduced, but the decision to reduce taxes in this difficult economic times means that between $2.5 and $3.0 mi

The CQG mobilizes forces to "Take Venice Back" from the ordinary citizens who voted overwhelmingly to oust them in 2007. Meanwhile, Boone's secretary is inviting all candidates to appear for the CQG's possible blessing. It looks like the ship may already have sailed.

In my opinion the Boone political machine is trying to regain its power in Venice by supporting pro-development candidates who want to overturn the direction the voters overwhelmingly voted for in 2007. VENICE QUALITY LIFESTYLE LAUDED IN NATIONAL PUBLICATION--TOP COMMUNITY FOR RETIREMENT.
As the election season heats up and the "nay sayers" are trotting out empty complaints about the direction of the City and its planning efforts, Venice is once again, honored for its direction. The people wanted this direction in 2007 and almost all on Council have delivered a City recognized by PBS/WUSF and other publications, bringing new visitors, residents and strengthening the economy. Would new tall buildings have attracted this praise?

Representative Kendrick Meek deserves the H-T endorsement. Green, despite spending millions has left unanswered questions about solutions to problems, and has a history of very strange personal associations, e.g., convicted felon Mike Tyson as his "best man" and Heide Fleiss, "Madam" in his guest room.
The main event, Meek, Crist and the Republican nominee will be very interesting. Meek and Crist seem likely to share moderate vote on a by-partisan basis. Stay tuned.

Northport Use of Reserves Causes Bond Raters Concern--Is Venice Listening?

The way millage setting in Florida works, the Council sets a maximum rate, then can reduce it--which is what Council has done virtually every year. If you set the minimum rate and the budget hearings indicate a greater need, you can not increase the millage rate.

Governor Signs Emergency Order Allowing Floridians to Get Unemployment Benefits
Despite the fact that extending federal unemployment benefits would not cost Florida any additional dollars, the Legislature in its political "wisdom" did not choose to act, thereby causing thousands of citizens to lose that opportunity.

Unemployed in Venice/Florida Will Not Receive Extended Unemployment Payments-Legislature No Action
At least one Florida lawmaker, state Rep. Kevin Rader, D-Boynton Beach, called on Gov. Charlie Crist, state House Speaker Larry Cretul and state Senate President Jeff Atwater to fix the issue during this week's special session, but that idea went nowhere. The state legislature called an end to the session after less than three hours. That means that thousands of Floridians who have exhausted their normal state and EUC benefits will be denied the federal government's additional lifeline payments.

I do not respond to unsigned messages, (it actually is impossible), but since you have forwarded this misinformation, some response appears in order.
1. Council Members have been receiving health insurance since the 1970's (checked by City Clerk and City Attorney). Since that was before the Charter adoption, the original complaint by Mr. Carlesimo, suggesting no citizen approval as called for by the Charter, was unfounded.
City Asks For Correction in Error-Filled Story on Benefits, Hopefully Quieting Half-Baked Charges.
Terry O'Connor has done good work, in my opinion, since he has been covering City Council for the Herald Tribune. He reports the news and does not sensationalize it.
In this case he made some errors, all journalists have, and he will probably have some of the "loose cannons" who have latched onto this for political purposes, to blame. But, even if he was fed incorrect information, he erred in not checking it out more carefully.

Venice, FL. News--Hundreds turn out to help save Circus Arena --Part of Venice’s History.
In what has to be one of the largest outpourings of citizen volunteer support in City history, an estimated 300 people turned out at the Circus Arena, Saturday morning, May 29 to clean up the area. The Arena was the winter home of Ringling Brothers Barnum and Bailey Circus until the rail line from Sarasota became unusable around 1991.

The resident organization of the Venetian Golf and River Club arranged a meeting with the Peace River Authority at the River Club, May 18th, to discuss the impact of a new pipeline on the area. A meeting earlier in the day at the Myakka Park site, reviewed new plans for the impact of the pipeline on the Park. Residents and representatives of the City and County met with the water authority and their consultants to review the site and authority plans.

Based on a report from the City Manager detailing some of the process and not getting into specifics, I feel that the discussions with the FAA are going in the right direction and I am encouraged.
It seems clear that the FAA understands our basic goals and that they are willing to explore a variety of possibilities for handling the Gulf Shores and Lake Venice Golf course issues, without compromising the utility and safety of the airport users.

Federal Aviation Administration staff members, from Orlando and Washington, D.C., met with the city of Venice and its consultant, DY Consulting, on May 6 in Orlando.
The meeting was a working session to address the runway protection zone concerns and ways to minimize impacts to the golf course,
The FAA has asked to visit the airport before the Orlando meeting they are hosting. City manager, staff, and possibly DY consultants will show them the Gulf Shores neighborhood, Golf Course and natural limits to the airport.
No non-staff people, Council, public, airport businesses, etc. will attend so "one side" will not be left out. FAA wants to feel free to explore ideas with our side without having ideas prematurely judged, publicized, etc.
Venice’s many attractions have drawn the interest of Public Broadcast Service (PBS) for a television special, “Venice Florida: Moving Forward by Looking Back.”
The message of the program, produced by Emmy Award winner Spencer Briggs, is tied to Venice’s original plan developed by John Nolen and how Venice City Council is using that vision to plan for the city’s future.
The program will be premiered this month by the Venice Area Historical Society. It will then be aired
City Manager Isaac Turner with City Council approval had KPMG, a highly respected firm, examine the City's management structure to identify areas for improvement and comment on current structure.
The findings will be discussed at Tuesday's meeting, April 27th. A report on the findings was published today in the Gondolier Sun.

The Evidence Supports “B” Designation Request, But the FAA says, “NO!”
In a one and one-half hour meeting with Acting Assistant Administrator Catherine Lang and a group of FAA associates including two attorneys, a top engineer, a policy writer, Bart Vernace from the Orlando FAA office, and perhaps others, Isaac Turner and I presented the documents supporting the City’s case that the airport should properly be designated as a “B.” As a former federal agency head, I knew such an entourage was not a good sign for our hoped for “flexibility.”
April 1st, Washington D.C. The FAA approved Mayor Ed Martin's requests for changes in the Venice Airport in a secret meeting held at the Watergate Hotel in DC.
The agency approved a name change for the airport to the Venice International Airport in recognition of the mystery flights to Panama, El Salvador, and over the 12 miles limit, as reported by various websites.
Martin had rejected the FAA's first choice which was to call the Airport the Nadel-Boondoggle Airport.

Meetings With Congressional Staff Were Productive and Positive.
City Manager Isaac Turner and I met this week in Washington with a number of Congressional Staff Members, acting on behalf of their “principals” to discuss items the Council had approved asking for federal funding, possible funding for future requests, e.g., beach renourishment, and also the City’s approved position concerning the soon to be submitted Airport Master Plan.

Venice Leadership Plans For The City Affirmed by PBS
In 2007 and in the two elections since the voters of Venice have affirmed they want to preserve Venice and at least six members of the current City Council have supported the voters' wishes.

Florida Contacts Regional FEMA on Chinese Drywall Problem
After a troubling period of no response the Florida emergency management agency, has written to FEMA in Atlanta asking them to do an appraisal of the impact of Chinese drywall on Florida residents.
Residents of the Venetian Golf and River Club, suffering from health, welfare and financial problems related to drywall have been trying to rally public support.

In December I had the pleasure of being a judge in the Venice Elementary School Science Fair and wrote in a December 4 posting, (click on December 2009 button on right.)
In the posting,without naming children as I did not have permission, I commented on an ingenious dog washer and other very interesting projects. A number of children won regional notice for their science projects. Among the other worthies was John Hazelton of "Doggy Wash" fame.

The Gondolier Sun recently printed two letters with misinformation directly attributed to me.
I apologize to readers for having to even respond, something I have learned is a waste of time when such misstatements are not in print. When in print, however, such comments become part of the electronic record, which will forever misinform readers.
COUNTY EXPRESSES SUPPORT FOR VENICE COMPREHENSIVE PLAN--CLEARING ANOTHER HURDLE IN FLORIDA DCA APPROVAL PROCESS.
County Commissioners voted to approve the Venice "Comp Plan's" future land use strategies. They found the Venice plan's identification of ranges of growth for future annexations and other areas covered by the Joint Planning Agreement between the County and the City to be in accord. Some wording in the JPA may need fine tuning to refect the shared agreement. Commissioner Thaxton's note indicates the County does not see an inconsistency between the JPA and the Venice plan.
A reader of John Patten’s website, www.veniceflorida.com suggested having a referendum on the airport, expansion, jet center hangars, etc. Another reader asked me what I thought. It would need some legal researching, but my belief is that it would not make much difference to the FAA. That is not to say that it might not influence our Senators and Congressman and that, in turn, might encourage them to support the voter’s will with the FAA.

City Council Prioritizes Circus Arena Demolition and Water and Sewer Infrastructure Renewal.
At the Council’s annual workshop session to review progress on established priorities and establish or re-prioritize priority initiatives, demolition of the Circus Arena along with developing a plan for the future of that area of the airport drew Council consensus. Formal votes are not taken at the meeting, but council creates work objectives for staff to be put into place beginning in the upcoming year.

Logic and the will of the people have nearly been sacrificed by your votes against a B-II airport designation. Thanks to a principled Council majority, FAA will hear the people's voice.
There are times when "no" is a great answer. At the end of the City Council Workshop on the Comp Plan was such a time.
During the meeting Council agreed on staff recommendations with some minor changes for the City's response to the Florida DCA which is reviewing our Comprehensive Plan.

Venice City Council Approves Jet Center Lease Transfer.
The most visible news is that the City Council approved the transfer of the Venice Jet Center lease, previously held by alleged swindler Arthur Nadel, to a newly formed LLC, Tristate Aviation Group of Florida.
Less visible, but hopefully significant in the future, is the dialogue the Council had with Martin Kretchman, a principal of Tristate, about continuing discussions about the approval and placement of hangars that Tristate wants the option to build.

FAA Meeting, December 11,2009
City Manager Isaac Turner, staff and our airport planning consultants, DY, met in Orlando with FAA program head Bart Vernace and key staff members. As always, the meeting was cordial and professional.
DY and Mr. Turner presented the City's wish for FAA approval of the airport as a "B." FAA responses clearly favored continuing the FAA position the airport is a "C," but the FAA has promised a formal response within 30 days.
City of Venice News: Comp Plan Element Wins Support From County; New Data Available For Airport Plan.
At the December 8, 2009 City Council Workshop Meeting, the City Planning and Zoning Director, Tom Slaughter and expert land-use Attorney Linda Shelley spelled out the procedure they recommended the City follow in responding to the State Department of Consumer Affairs, ( DCA) response to the City’s Comprehensive Plan submission. The plan, which needs DCA approval, will guide the City’s Land Use and related issues.

A Venice Elementary Student, ( I did not ask for permission from parents and so am not publishing his name, however worthy), produced a VES Science Fair Exhibit, demonstrating the effectiveness of his invention.
After family discussions about the difficulty of dog-washing-as he said, "its too messy inside, and outside the dog will usually run away" , he researched automated dog-washing machines on the Internet and found one for only $33,000.
New Holiday Tradition Joins Venice’s “Awesome” Holiday Parade
In a few quiet moments, before the wonderful Holiday Parade- bigger and better than ever, folks gathered at the Gazebo in Centennial Park, for a lighting ceremony for Venice’s new Christmas tree--a cedar that is, over time, expected to soar to 50 or more feet.

DY Airport Consultants Not Tri-State listed as a potential partner in Jet Center Lease Acquisition
AGoogle link, provided by an observant researcher indicated a group named Tri State Aviation was listed as linked to the group seeking to take over the Jet Center. Coincidentally, Tri State is also part of a title used by DY Consultants, our airport planners.

News--City Council Narrows Venice Airport Alternatives for Discussion with FAA
The City Council asked its airport consultants, DY, to discuss two alternatives with the FAA- in the next week, if possible. The DY recommendations, backed by data, provide the Council the strongest support to date for its decision to get additional professional input on developing an airport plan that meets the City's and the FAA’s needs.
Council identified its first priority as a request that the FAA continue to let the airport design reflect its previous status as a “BII” air
Venice Neighborhood Coalitions Merges Into Venice Taxpayers League.
Rosemary Vauzanges sent Inside Venice a news release briefly reporting the new arrangement.
Rosemary, in a phone conversation, said that the membership of the two organizations included many of the same people and having two organizations seemed redundant.
Herb Levine, the long-time president of the Taxpayers League, resigned this year. Website creator John Patten also reported he is no longer a member some weeks ago.
In an email to me on November 9th, airport activist Tom Brenner provided a list of things he felt the airport should do, e.g., noise abatement policy, etc. Numbers 1-8 all seemed within the scope of current or future plans. Number 9 gave me some pause, because it reflects a view that must be dealt with during the decisions Council will make prior to submitting a plan to the FAA early next year. Running for office is like being the pitcher in a baseball game, or quarterback. If you win, you are a “hero,” if you lose, you are a “bum,” or at least you feel the pain and inevitable isolation. Even surrounded by friends who care for you, your inner self is vulnerable and exposed.

I heard mention that Venice may have joined an organization called ICLEI. I looked at their website and it appears that the goal as a member is to make the city more environmentally friendly and, at the same time, to decrease operating costs. Could you advise if that's correct and to what extent, if at all, they have a say in decision-making. Was there a fee to join and, if so, what does the fee pay for besides membership?

Venice City Council Races--“InsideVenice” Preferences
First, there is no prohibition barring an elected official from endorsing candidates as an individual. Indeed at least two elected officials have endorsed a city council candidate this season. What would be improper is to do so officially, using public funds, etc. Senator Detert and State Representative Holder have been pictured and identified by title in campaign advertisements.

Venice City Council voted unanimously to notify the Governor and Legislature of its opposition to legislation allowing the Governor and Cabinet to allow drilling just 10 miles off shore.

I expect that most Americans who were old enough, remember where they were at 8:46 a.m. September 11 and for the hours afterward, just as most of us who were adults remember where we were on November 22, 1963, the day President Kennedy was assassinated.

City Manager Isaac Turner has named City Engineer, Nancy Woodley to be interim Assistant City Manager. Woodley served as Interim City Manager prior to Turner's hiring and is recognized for her management skills.
Mr. Turner has become familiar with Woodley since his appointment and has said he felt her skills and experience in Venice would make her a good complement to the City Manager's office.

Nadel Receiver Burton Wiand has received approval from District Judge Richard A. Lazzara to file what is known as a Part 16 complaint with the Federal Aviation "Authority" ,(sic), (Administration), concerning proposed hangers at the Jet Center at Venice Airport.

On the Spring Saturday between Passover and Easter the keys to new homes were turned over to families who had helped build them with leadership from Habitat For Humanity and volunteers, neighbors and friends.

A number of churches are now planning to becoming part of the Venice Community Dinner Program which will provide a hot meal to the rapidly increasing number of people who are hungry. Met with Michelle Todd, Assistant to Governor Charlie Crist. We chatted about stimulus package and about Legacy Park. The Governor's veto of cuts by the Legislature allowed the state to move forward on its contract to aid in the purchase of Legacy Park and reimburse the City for $3.7 million it has advanced for the purchase. The City and County have moved quickly to submit the final documents needed to the State to take advantage of the current opportunity. I asked Ms.
Maxine Barritt was a special person, kind, loving, with a great sense of humor and a tremendous dedication to preserving the best of Venice for future generations.
She was a loving mother and grandmother and Peggy and my sympathy is for her family and friends.
Tuesday she was at council meeting, watching and involved as ever. Wednesday she insisted on driving a friend to Sarasota. Her "four score" years did not dent her youthful spirit and caring about others.

Having a workshop meeting specifically to give the public a chance to have an impact on the facilities of the new park, fulfills our wish to increase citizen participation. Eric Ernst of the Herald Tribune Notices that "Promises" are Being Kept.
The Florida League of Cities identified working on the Comprehensive Plan, which determines the future of the City in many dimensions, is a primary responsibility of elected officials. FAA Acceptance of "Unapproved Plan" solves major hurdle for City.
I found direct discussions with Bart Vernace of FAA led to a clearer understanding between us about the FAA's requirements and the City's position than had been the case through various intermediaries.

In what was a historic departure from his 19 year record as City Attorney and as a person who does not respond to phone calls from reporters, Bob Anderson decided to straighten out the Herald Tribune and its reporter, Kim Hackett. Hackett decided a meeting that never happened and a social event where no business was discussed, were an unannounced public meeting. Of course, she had no facts, just her mistaken notions which she reported as facts.

Meanwhile ,back at the ranch, work goes on and progress is being made. The comprehensive plan is being revised to preserve the "Venice We Love;" more citizen involvement across the board is assured, and the airport planning is progressing.

If you do it would not be surprising, but I don't think I have, (and several attorneys have told me, (voluntarily), that they don't think so either.)
The magic word is "alleged". It is much like being pulled over while driving and the arresting (citizen- not officer) says,
"You were not speeding under the law, but you are driving a fancy sports car and it looks like you were speeding."

The view of City Manager,Marty Black in a communication with me about the FAA/Venice meeting was that "FAA offered encouragement to the City to define the community's desired alternative..." for a new airport layout plan. Additional details will be available when Black's report on the meeting is filed officially before Tuesday's council meeting. As you prepare for your FAA Orlando visit, please be assured that the Venice Aviation Society, Inc. (VASI) membership fully supports your efforts to achieve a compromise Airport Layout Plan. The challenges inherent in developing a plan that is acceptable to the non-flying and flying communities and the FAA are self evident. To the best of our understanding the plan suggested by Chuck Schmieler on behalf of the VABA will be the notional plan discussed with the FAA.
The Herald Tribune is one of the newspapers large enough to have its Opinion/Editorial department separate from its news department. The Opinion staff review issues, does the necessary research and then writes the editorials.
After a week of error-filled stories on the newspages, it is refreshing to read a sensible report on the airport process. Thanks to the paper for its policy and thanks to the the Opinion Editor and colleagues for their objectivity.

I have been asked about the two issues on the ballot, Tuesday. I find them of interest as a citizen of Sarasota County and Venice.
The first deals with land use outside the County's "urban service boundary"--for the most part I-75. A coalition of citizens, developers, etc. have crafted this compromise amendment which, essentially, calls for a unanimous county commission vote to make changes in land use toward more density east of the urban density area.
Stuart, Florida--Lauded for its characteristics--very much what we must save in Venice.
Most people reading this site do not need to learn the lesson that Stuart, Florida, provides for Venice--they already expressed that view. But there are some readers, or perhaps friends of readers that might like to see a successful model like that City Council is projecting for Venice.

Interesting Direction on Revising Comprehensive Plan- Rural Areas.
Regular readers know that Venice, like other municipalities and counties, has to send the state a new comprehensive plan, which essentially reflects the plans for land use and related topics
The issue of whether Venice should ask for a control tower in its requests to the FAA for the future has drawn considerable dialogue among pilots and between pilots and citizens. The issue is whether a control tower would bring additional safety and is necessary for VNC or whether a control tower will attract more commercial and charter aviation and increase the traffic at VNC. A number of pilots do not think a control tower is desirable, others do.
Tom Slaughter, Director of Planning and the Comprehensive Planning consultants were asked to develop a conceptual plan for the area east of I-75 and on both sides of Laurel Road, frequently called North Venice, but which nearby residents hope will be known in the future as "Venice" by the U.S Post Office. The Mayor and council are supportive of this request and will ask the post office to identify the area as part of Venice.

I am concerned that your program is not fair and balanced, but rather caters to the problems of a certain class of listener—those who drive a 1992 Volvo with 250,000 miles on it, or a ninth hand Ford pickup, which makes funny noises when the battery is low. These people all live in Bend, Oregon or Madison, Wisconsin. Most are women whose husbands or fathers are opinionated if uninformed.

During the February 12 meeting, Council approved the appointments of Walter Hake and Jim Marble to the Airport Advisory Board. They also approved the reappointment of Jim Leis.
All are people with a positive view of the airport, interested in safety and in developing an airport layout plan that avoids problems, if possible, in the proposed airport layout plan created by consultants and put on hold by the previous council on two occasions.

There are few things that could be considered a privilege at 7:30 a.m. on a Monday morning, but last Monday I greeted the children at Epiphany Cathedral School, their principal and teachers and many parents.
It was my pleasure to read a proclamation honoring this school for being selected a Blue Ribbon Winning school, the only Catholic school in Sarasota County to be so honored. The proclamation also named this week Catholic Education Week in Venice.
